I. Investment and Funding Balance of Four Independent Projects
1. Class I dual six-lane trunk highway (county seat—Shan'an—Xingpu, including the cross-river bridge)
Total investment: 11.4 million yuan

3. 13 m3/d water supply project (water intake at the head of the Guanjiang main canal + 42 km pipeline + water purification station)
Total investment: 4.2 million yuan
资金结构：省水利厅“灌江灌区配套”补贴 0.5亿元、 省建行“城乡供水”贴息贷款 2.0亿元、水厂BOT（省投水务带资，投运后20年购水回购） 1.2亿元、县自来水厂资本金 0.5亿元。

4. 220 kV double-circuit power project (Longwang Substation—Shan'an—County Town)
Total investment: 7.3 million yuan
Funding structure: Provincial Power Bureau Infrastructure Fund (unified investment by the provincial grid) 3.5 million yuan; State Power Corporation "Rural Power Grid Transformation" Special Loan 2.0 million yuan; Municipal "Power Source Construction" Fiscal Subsidy 0.8 million yuan; County Fiscal Relocation Fund for Outgoing Line Corridor 1.0 million yuan.
The total amount is 7.3 million yuan, with no shortfall.
II. Key Points of Funding Schedule for Simultaneous Construction of Four Projects
1. Highways, electricity, and water supply are all initiated by the "vertical" system (the Department of Transportation, the Provincial Power Bureau, and the Department of Water Resources), which bring in more than 70% of the funds themselves. The county finance only needs to solve the land acquisition and demolition supporting issues, instantly reducing the cash pressure to "2-3 million yuan/year".
2. The industrial park project is the only core project that the county government is responsible for "backing up" for. However, by bringing forward the "land transfer fee prepayment + factory rental and sales", the actual net cash gap is only 10-8 billion yuan, which can be covered in one go with an 8-year loan from the China Development Bank. The subsequent second and third phases will be rolled over by land mortgages, without adding any new fiscal burden.
3. The four projects will be tendered separately and start construction simultaneously, without crowding out each other's cash flow or hindering their respective schedules:
First, ensure the road is open to guarantee that equipment and materials can be transported in;
Electricity and water supply will be installed simultaneously with the road construction, so that electricity and water can be supplied before the site leveling of the park is completed;
The factory buildings in the industrial park adopt "rapid assembly of steel structure", and the first batch can be delivered within 6 months after the road opens to traffic.
III. The actual cash that the county needs to provide during the "start-up phase"

The funding comes from county-level urban construction support fees, budget adjustments, and provincial fiscal transfer payments, so Xichun County does not need to issue any more government bonds.

The main focus is on who benefits, who pays the money, who has cash flow, and who takes out a loan.
The original total investment of 55-60 billion yuan was broken down into four separate accounts, and the county government went to the Planning Commission, the Development Bank, the Provincial Construction Bank, the Provincial Power Bureau, and the Provincial Department of Transportation to apply for project approval.
Following the meeting, the county government established four project teams:
Zheng Shanhai was responsible for the Class 1 two-way six-lane highway, Xia Deqing and Chu Tianjin were responsible for the Mu Shouan Industrial Park, Wu Pengfei was responsible for the 13 m3/d water supply project, and Dong Xiyan and Guo Hongguang were responsible for the 220 kV double-circuit power project.
Including the relocation of Dongding to the west, which was overseen by Chu Tianjin, there are five projects in total.
Qi Tongwei was in charge of coordinating all five projects.
Qi Tongwei requested the county finance department to allocate 1.0 million yuan for land acquisition and demolition, as well as county-level matching capital, for the highway project;
The first phase of the project in the industrial park, namely, the advance payment for the acquisition of 3000 mu of land, the commencement of site leveling, and the first phase of construction costs for standard factory buildings, amounted to RMB 2.0 million.
Compensation was allocated for a 42 km pipeline corridor for the water supply project, and 0.3 billion yuan was allocated to the county water company's capital.
0.2 million yuan was allocated to compensate for the land occupied by the demolition of the 220 kV corridor and the construction of the tower foundations for the power project.
14 billion yuan was allocated to the relocation project of Dongding to the west.
The total amount is 17.5 billion yuan.
