After the location of the industrial park was determined, Qi Tongwei began to think about the park's positioning.
The industrial park in Xichun County houses industries such as electronics, pharmaceuticals, food, electrical appliances, beverages, wine, building materials, papermaking, and clothing.
Therefore, the industrial park is positioned as: Shan'an Precision Light Industry Ecological Industrial Park, Jincheng Light Industry Food Raw Material Deep Processing Export Foreign Exchange Earning Base, and Southwest Garden-style Precision Processing Industrial Demonstration Zone.
This approach not only covers all categories but also meets the requirements of the 1990s: "precision processing + light industry and food + export earnings + eco-friendly".
The industrial park will be divided into three sections: precision processing, light industry and food, and deep processing of raw materials.
The specific planning is the responsibility of the Urban Construction Bureau.
Qi Tongwei believes that all the villages and residents within the proposed site area can be moved to Shan'an Town, where a special residential community can be built for them.
This will benefit the development of Shan'an Town.
If some families are unwilling to move to the town, they will be resettled in a centralized location nearby.
Then there's transportation; Qi Tongwei felt the previous plan needed to be modified.
The old highway from Xichun County to the city requires a detour through Linqiong, and is 80 to 90 kilometers long.
Moreover, it has many bends and passes through many towns, so it takes three hours to reach the city.
Xichun County also has another highway that goes through Sandu to the city, which is more than 70 kilometers long.
The road has just been widened and straightened, making it straighter and bypassing towns, allowing you to reach the city in just two hours.
Therefore, upgrading the highway from Jingsandu to the city is a more suitable option.
Of course, directly widening this road would affect the industrial park's initial transportation, so a new route would have to be designed.
Thus, the highway leading from Sandu to the city needs to be reinforced as a transitional measure, with the reinforced section being from Shan'an Town to Sandu urban area.
The new route runs from the county seat to the Shan'an Town Industrial Zone, connecting Shan'an Town, and then from the Shan'an Town Industrial Park to Xingpu Town in Sandu County, constructing a Class I, two-way, six-lane highway.
Although the cost is relatively high, it requires around 8 million.
However, it can meet the traffic needs for the next 20 to 30 years, and it is a one-step solution that does not require subsequent upgrades. Only surface maintenance is needed afterward.
On December 12, Qi Tongwei convened the second government office meeting regarding the industrial park.
"These past few days, I went to Shan'an Town for an on-site inspection and have finalized the site selection."
It's in the northern part of the area across the river from Shan'an Town.
In order to make our county's industrial park competitive in the city and even the province in the future, I think we can double its area to a mu (a Chinese unit of area, approximately 0.165 acres).
Then, land was acquired, and infrastructure was built including water, electricity, roads, and leveling.
While leveling the land, a standard multi-story frame factory building of 30 m2 was constructed, and factory roads, green spaces, storage yards and parking lots were built on a 1:1 scale.
It is open to the 43 companies that have already been introduced and to companies that will be introduced later.
Regarding transportation, I found that the previous methods were no longer effective; the old highway connecting the county to the city was too circuitous and took too long to travel.
The best solution is to build a Class I, two-way, six-lane highway connecting the county seat to the industrial park, and from the industrial park to Xingpu Town in Sandu County.
This will solve the transportation problem between the industrial park and the county town once and for all.
Initially, transportation between the county seat and the industrial park will be addressed by temporarily reinforcing the old highway connecting the county seat to the urban area of Sandu County.
Regarding electricity, a 110kV line is run from Linqiong and Sandu to the industrial park, and then from the industrial park to the county seat.
Regarding the water supply for the industrial park and the county town, I believe the best approach is to draw water from the main canal of the Guanjiang River and then lay pipelines to deliver it to the industrial park and the county town.
An integrated flocculation-sedimentation-filtration water purification station will be added before the water inlet, and a dedicated pipeline will be laid according to the average daily water consumption of 130,000 m3.

"No, if it is built in phases over 5 years, with the bank's support, it will cost around 50 billion yuan. After all, we have to take into account the growth of the price index and loan interest."
If the construction period is compressed to 3 years, it will cost around 55 billion.
It's 5 million less than what we discussed last time.
If we can come up with 35 billion yuan at once, we won't need bank matching funds, saving us tens or even billions of yuan.

Xichun County is currently in a very poor financial situation and simply cannot afford to invest that much money to build an industrial park with a total investment of over 5 billion yuan, along with the supporting transportation and water and electricity infrastructure.
"We raised part of it ourselves, part of it was matched by banks, and part of it was applied for from the province and city."
According to the existing policies, we can apply for a subsidy of 1.2 million yuan from the provincial and municipal governments.
We can currently come up with 9.13 million, which adds up to 10.33 billion.
Then, we sought a loan of 10 billion yuan from the China Development Bank, and then a syndicated loan of 17 billion yuan from the Industrial and Commercial Bank of China and the China Construction Bank.
We can get the loan in 6 months.
Now we have 37 billion yuan in funds, and we can roll up our sleeves and get to work.

The industrial park will initially be established at the level of a full-fledged section-level administrative unit.
